1. About Viettel Dominicana & the Role
Viettel Dominicana is the newest mobile network operator entering the Dominican market. We are a subsidiary of Viettel Group, Vietnam's largest telecommunications and technology corporation, which today serves more than 110 million customers across markets in Asia, Africa, and the Americas.
For an Employee Relations and Migration Specialist, this is not a role that inherits a settled workforce or an established rulebook. You will join to build the employee relations function of a national operator from zero: the immigration and residence compliance of our international staff, the work rules, the disciplinary and grievance procedures, the relationship with the Ministry of Labour, and the workplace culture on which a successful commercial launch depends.

2. Key Responsibilities
Immigration, visa and residence management for foreign employees
• Manage the end-to-end process of work permits, residence permits, visas and visa extensions for foreign employees and, where applicable, their dependents.
• Prepare, legalize and translate supporting documents, and follow each application through to approval.
• Maintain an immigration tracker and alert managers well before permits, residence cards and visas expire, so that no employee works or stays without valid status.
• Handle entry/exit procedures and resolve any immigration issues that arise for international staff.

Employee relations
• Act as the first point of contact for employee concerns, grievances and workplace conflicts; conduct fair, well-documented investigations and recommend resolutions.
• Build and apply the internal work rules (Reglamento Interior de Trabajo), code of conduct, and disciplinary and grievance procedures, in line with the Dominican Labour Code (Law No. 16-92).
• Advise managers on performance, conduct and disciplinary matters – warnings, suspensions and terminations – ensuring due process.
• Handle labour disputes and coordinate with Legal and external counsel on labour claims.
• Advise employees and managers on HR policies, and develop the employee handbook.

Government liaison
• Represent the company and maintain the working relationship with the Ministry of Labour and other competent state authorities – filings, notifications, labour inspections and conciliation hearings.
• Monitor changes in labour and immigration regulations and advise local management on their impact.

Employee engagement & integration of international staff
• Organise and coordinate internal engagement, communication and recognition activities that build a positive culture through the launch phase.
• Support the onboarding and integration of foreign employees: arrival, settling in and cultural orientation in the Dominican Republic.

3. Job Requirements
Must-have
• A minimum of 4 years' experience in employee relations, HR generalist, or labour-law roles, with hands-on ownership of investigations, disciplinary cases, and terminations.
• Hands-on experience handling visa, work permit and residence applications for foreign employees, and solid knowledge of current Dominican regulations on foreign workers.
• Strong working knowledge of the Dominican Labour Code and social-security rules.
• Bilingual in English and Spanish – working proficiency, with strong written English for daily communication with expatriate staff.
• Strong communication, negotiation and conflict-resolution skills.
• A degree in Human Resources, Psychology, Law, Business Administration, or a related field.

Preferred
• Proven experience and diplomatic skills in working directly with government agencies and local authorities, including the Ministry of Labour, DGM.
• Experience in telecommunications, technology, or another fast-growing organisation; experience with a greenfield or market-entry set-up is a strong plus.

4. Compensation & Benefits
• Salary: negotiable and competitive. We benchmark against the Dominican market and pay for the experience you bring.
• Full statutory benefits under Dominican law.
• A founding-team role: your decisions become the company's standing practice.
• Training and knowledge transfer from Viettel Group's international operations, and career mobility opportunity.
• A modern office in Santo Domingo and a young, fast-moving team.
